never thought i'd say this but i'm pretty much siding with Neal on this one. i would kill to solve the debt crisis and 1995 fucking rocked. i was a little older than you, Neal, i was 15 and in 9th grade, which i'll admit was the worst year school-wise for me, but things were still sweet.
i don't think i can decide, though, they're both great years. i guess if i had to decide, i'm slightly more partial to the earlier 90s, but not so much '91 but 1992-1994, when i was waist-deep in Image Comics and DOOM (Neal, i feel bad for you if you were still playing Wolfenstein in 1995 and not DOOM 2!) and we were playing door games like Usurper on modem dial-up bulletin board systems... ahhh, good times. 1995 was still awesome, though. i think i prefer '95 in terms of where i was at personally and that i'd gotten into awesome depressing music while in '91 i don't think i was even listening to music yet, while i prefer '91 for the comics since that's the year Sleepwalker started and '90-'91 was the peak of Ninja Turtles mania.
1991 was probably a better year for film, though, since it had Ninja Turtles 2: Secret of the Ooze, Backdraft, T2, Star Trek 6, Child's Play 3, Double Impact, and one of the greatest films ever made: the Story of Ricky, which to be fair i didn't see until 5 years after that but still. 1995 had Outbreak, though, which is a strong contender.
i was way angstier in 1995 than 1991, since by 15 i'd discovered teen anger and gloom. i don't know if that's good or bad.
they're both great years, and i think this mostly comes down to what age we were at the time.
I have a few years that stick out in my mind as personal cultural high points (for better or worse), and 1991 is one of those. 2004 is another one.
In retrospect, checking dates and such, 1990 is probably my overall favorite year of superhero comic books right now. Thanos Quest, Armor Wars II, Claremont and Lee killing it on X-Men. But 1991 is great as well.
In general, I think the mid-to-late 90s were cultural low points for me. While some stuff really clicked with me, most didn't. I clicked more with the late 80s and early 90s. Then I had a drought from the last half of the 90s into the early 00s, but I vibed on a lot of pop culture stuff in the mid-to-late 00s. I'm in a bit of lull again, not really feeling pop culture as much for the past couple of years. I'm sure that'll swing the other way by the mid-10s.

the heady days of the dotcom boom were certainly something to behold - but i'll never forgive america/musicians/hollywood for all the orange clothing, JNCO jeans, raver pants, razr scooters, and horribly overdone CGI music videos. all this crap was manufactured to look 'futuristic' and instead we just got was plasticky garbage and Macromedia Flash. MTV died on the cross in 1998/9. VH1 lost it a few years later.
even today, whenever i see orange pants i start hyperventilating and thinking about Vitamin C.
Good point... BUT 1991 gave us Infinity Gauntlet, which not only inspired the premise of the game's story but also the premise of the gameplay (the gems). So without that comic, the game might have totally sucked.
